Urban Village is a major residential community in Khan Mean Chey, in Sangkat Chak Angre Leu along Hun Sen Boulevard (the 60-meter road). The project is built in two phases and follows a “Live, Work, Play” concept. Here we’ll focus mainly on what it’s like to live here as a resident.
The full development covers more than 8 million square feet when you combine Phase 1 and Phase 2, all connected as one community.
Phase 1, completed in early 2020, has 828 residential units spread across four 23-story towers.
Phase 2 adds another 1,700 units in two taller 51-story towers, pushing the total number of homes to over 2,500. Around 45% of the whole project is kept as green space and open areas, which is a relatively large portion for a city development.
Unit Types and Sizes
Urban Village offers different layouts to suit various types of residents, from singles to families.
In Phase 1, units are mostly 1 to 3 bedrooms, with sizes roughly between 103 and 148 sqm. All Phase 1 units have balconies and higher-than-average ceilings, which gives them a more open feel.
In Phase 2, there’s a wider selection of layouts and sizes, including:
- Studios: around 38 sqm
- 1-bedroom: about 54–59 sqm
- 2-bedroom: about 73–76 sqm
- 3-bedroom: about 110–127 sqm
- Duplex lofts: about 73–88 sqm
- Penthouses: roughly 343–384 sqm
Phase 2 units come with modern features such as air-conditioning, options for fully furnished packages, smart home systems, and balconies.
Amenities and Community Facilities
Residents in both phases share a wide range of amenities designed for daily convenience, fitness, and leisure. These include:
- Swimming pool
- Fitness center and gym
- Restaurants and cafes
- Mini-mart for day-to-day needs
- Child-care facilities
- A kids’ play area inspired by Montessori-style learning
For outdoor and recreational activities, there is a soccer field, skateboard park, basketball court, and a game room.
Security and building operations include 24-hour reception, CCTV, alarm systems, fire alarms, and sprinkler systems throughout the project. Backup generators are in place to keep key services running during power cuts. Parking is provided for both cars and motorbikes in designated areas.
The Factory Phnom Penh Connection
One of the standout features of Urban Village is that it sits right next to Factory Phnom Penh, a large former garment factory site that has been converted into a creative and community hub.
Residents of Urban Village can access Factory Phnom Penh’s spaces and activities for free. The area includes:
- Co-working offices for startups and small businesses
- Artist studios
- Multiple cafes and restaurants
- A craft brewery
- A trampoline park
- A skateboard area
- Art galleries
- About 50 custom bicycles that can be used around the campus
This setup gives residents a mix of living, working, and social spaces within walking distance, without needing to travel across the city.
Location and Connectivity
Urban Village is located where Hun Sen Boulevard meets National Road 2 in Mean Chey district, in an area often described as one of Phnom Penh’s fast-growing zones. From here, residents can reach several key places fairly easily:
Shopping and Entertainment:
AEON Mall Mean Chey is roughly 5–8 km away along Hun Sen Boulevard. It’s a major shopping center for the area with retail, dining, and entertainment options.
Education:
The International School of Phnom Penh (ISPP), a well-known international school, is nearby on Hun Neang Boulevard, just off Hun Sen Boulevard. The school’s bus routes (lines 11C and 12B) run in front of the campus, with stops within walking distance from Urban Village. Other schools in the district include Beltei International School and Brighton International School.
Healthcare:
Several hospitals and clinics are located in the surrounding area. Kbal Tnal Hospital is often mentioned as being about a short drive away (around 5 minutes by car, depending on traffic).
City Center:
The development is around a 10-minute drive from central Phnom Penh under normal traffic conditions, giving residents access to the main business and entertainment districts while still being slightly away from the busiest inner-city streets.
Transportation and Infrastructure
Hun Sen Boulevard is a 60-meter wide, roughly 10-kilometer long road connecting Street 271 in the north to National Road 2 in the south, which helps with east-west traffic flow. Public buses serve the area, with stops that residents can reach from the development.
There are ongoing infrastructure upgrades around this part of Phnom Penh. One of the most notable is the Morodok Techo Interchange project, which is building flyovers at the junction of Hun Sen Boulevard, Monivong Boulevard, and Street 271. Once completed, this interchange is expected to help ease congestion as the district keeps growing.
Developer Background
Urban Village is developed by Urban Living Solutions, which is part of Goldfame Group, a multinational company based in Hong Kong.
Goldfame Group was established in 1992 and was previously one of Cambodia’s largest garment manufacturers and a major global sweater producer, employing tens of thousands of people at its peak. The group moved into real estate development after aiming to create better living options for its own staff, which then expanded into the larger Urban Village project.
This background means the developer has long-term experience in Cambodia, a strong local presence, and the financial capacity to handle large projects.
Project Recognition
Urban Village has received recognition at regional property awards. In 2019, at the PropertyGuru Cambodia Property Awards, the project won Best Condo Development (Cambodia) and was also awarded Best Condo Development (Asia), competing with projects from across the region.
In 2020, the project and developer received further nominations and awards at the PropertyGuru Cambodia Property Awards, including categories such as:

Design Philosophy
Urban Village has been planned around the idea of community living, not just individual apartment blocks. The design aims to blend aspects of traditional Cambodian community life with modern buildings.
Key ideas include:
- Plenty of shared green and open spaces
- Walkable paths and cycling routes
- Multiple shared areas where residents can meet and interact
The goal is to create a place where neighbors can easily connect, rather than just pass each other in hallways. The inclusion of Factory Phnom Penh next door adds another layer to this idea, offering workspaces, creative areas, and social venues right beside the residential towers. Together, they form a broader “Urban Hub” where people can live, work, and spend their free time in the same connected area.
Title and Ownership
Both phases of Urban Village are sold with hard title (freehold), which means owners hold full ownership rather than a long-term lease. This typically offers more security and flexibility for resale or future plans.
Current Status
Phase 1 is fully completed and already occupied.
Phase 2 is largely completed, with construction reported to be around 90% done and full completion targeted around late 2025. Sales in Phase 2 are ongoing, and by mid-2025 roughly three-quarters of the units (around 75–78%) have been reported as sold.
