Time Square 11 has officially launched in BKK3, Phnom Penh. Time Square 11 is located on street 113, between streets 376 & 390. The land size is 828m² and there’s a total of 390 units over 39 floors. Time Square 11 residents have quick access to the rest of the city, as BKK 3 is a central neighborhood. It’s a 5-minute drive to both BKK1 and to the Russian Market.
This is an early off-plan opportunity from Cambodia’s top affordable condominium developer. Launch prices are low, starting from $1,200/m² for units on the low floors. Prices increase as the floor level gets higher. With this low entry price, Time Square 11 is an attractive option for buyers who want to get a unit at early bird prices and follow the typical value growth pattern seen in previous Time Square projects.
The developer is award-winning, having won the award for best affordable condo developer in Southeast Asia, which can reduce execution risk compared with first-time builders. Construction for Time Square 11 will start in September 2026, and complete in June 2029, with a standard 6-month grace period available should the developer need it.

BKK 3 only has three condo projects with strata titles (condos for sale that can be owned outright by foreigners). These projects are Agile Sky (completed in 2021), Precious Ruby (completed in 2017) and Residence L BKK 3 (completed in 2018). There are a handful of serviced apartments and boutique residences in this area. There have been no new off-plan condo launches in BKK 3 in recent years.

Unlike Time Square 7, 8, and 10, it seems that Time Square 11 will not offer three bedroom condo units or duplex condo units on their upper floors. It’s worth noting that this developer’s previous projects sold very quickly at early-bird prices:

Time Square 11 Investment Thoughts & Rental Returns
From an investment point of view, one of the biggest attractions of Time Square 11 is the combination of a relatively low entry price and rental levels that can still look strong for Phnom Penh.
Using a one-bedroom at around $58,000 as a simple example, a current market rents of $450 to $500 per month would produce around $5,400 to $6,000 per year in gross rental income. That puts the headline gross return at roughly 9% to 10% before setup and ongoing costs, which is a strong starting point for a centrally located city condo.
Of course, buyers should look deeper than the headline yield. Furniture, transfer tax, buyer-side setup fees, management fees, and other handover costs all need to be factored in. Once those are included, the return compresses a little, but the numbers are still attractive, especially for buyers who secure a lower launch price and hold through to completion.
In our view, the one-bedroom layouts look the most compelling from a rental perspective. They sit at the most accessible price point, appeal to the widest tenant pool, and should be the easiest units to rent out after handover. They also tend to be easier to resell later because the total ticket size remains affordable for a broader range of buyers.
The two-bedroom units are still very interesting, particularly for couples, sharers, and small families who want more space in a central location. While the total price is higher, they can still perform well if the layout is efficient and the unit is positioned well in the building.
Compared with one-bedroom and two-bedroom condos, we generally have less confidence in studios as a pure investment play in Phnom Penh because that segment tends to be more crowded and more price-sensitive. For investors focused mainly on rental performance, our preference here would be one-bedroom first, followed by two-bedroom. On that basis, we think Time Square 11 offers a realistic path to around 8% to 10% gross returns at the stronger end of the range, depending on the unit secured, the final all-in cost, and the rent achieved at handover.
For your own internal numbers, the simple example works like this:
$58,000 purchase price
$450 to $500/month rent (current rents in this area) = $5,400 to $6,000/year
Gross yield on purchase price = about 9% to 10%
After adding furniture, transfer tax, and setup costs, the yield drops closer to the 8% to 9% range on an all-in basis
