Description

R&F City is a high-density, mixed-use condominium project made up of multiple residential towers above a shared podium and landscaped grounds. The development covers about 7 hectares of land with a total construction area of around 560,000 sqm and roughly 4,625 residential units spread across approximately 12 towers of around 33 storeys.

The overall idea is to create a large “garden community” within the city. A significant part of the site is given to internal gardens, courtyards, and shared outdoor areas, which is more space than many inner-city developments can offer. Most of the main phases were launched from 2018 onward and reached completion around 2020–2021, with later phases finishing after that. Today, most stock on the market is either ready-to-move-in developer inventory or resale units.

R&F Properties is a major Chinese developer, and R&F City is one of its key projects in Phnom Penh, developed and managed by its local Cambodian entity.

Location & Neighborhood – Chak Angre Leu, Mean Chey

R&F City is located on Samdech Techo Hun Sen Boulevard (60m Road) in Chak Angre Leu, just south of the older central districts. This part of Mean Chey has been positioned as a new urban extension for Phnom Penh, sometimes called the “central axis” because it connects back toward Monivong Boulevard and the more established areas of the city.

The surroundings are dominated by wide roads, large mixed-use projects, and new residential compounds. The area is still developing, with ongoing construction and empty plots mixed in with completed projects. Residents typically rely on private cars or tuk-tuks to reach schools, offices and shopping areas.

From R&F City, residents can drive to major malls and retail projects along and around Hun Sen Boulevard, and reach popular education hubs, including international schools and universities, within a reasonable distance. It is not a traditional shophouse style neighborhood, but it does give access to newer infrastructure and large scale developments.

Master Plan & Overall Concept

The master plan positions R&F City as a “city within a city.” The towers are arranged around internal courtyards, with a podium that connects residential buildings, gardens, and shared facilities.

The layout is meant to allow residents to do a lot inside the compound itself exercise, relax, socialize and shop while still having direct road connections to the wider city.

Buildings & Unit Mix

R&F City includes around 20 residential towers, commonly described as being roughly 33 floors high, with some variations between phases. Together, they add up to more than 5,000 condo units.

Unit types and sizes are quite broad. Typical patterns across the project include:

  • Studios and compact units in some later phases, with sizes starting from around the high 30s sqm
  • One-bedroom units often in the 40–60 sqm range
  • Two-bedroom units generally in the 70–80+ sqm range
  • Three-bedroom units around 100–130 sqm

Layouts usually follow a standard high-rise condo style, with open-plan living and dining areas, balconies, and separated bedrooms. Most units were delivered with tiled floors, built-in kitchens, bathrooms, and air-conditioning installed. Some buyers chose developer furniture packages, while others furnished units individually, so resale units can vary significantly in interior style and fittings.

Overall, the unit mix targets a spread of residents from single professionals and couples in smaller units to families in larger two and three bedroom layouts.

Facilities & Common Areas

Facilities are one of the more noticeable aspects of R&F City compared to many mid-market projects.

The development features extensive landscaped areas, with a large green zone spread across the internal courtyards and podium deck. There is a substantial outdoor swimming pool, a children’s pool, and various outdoor play and seating areas. Sports facilities such as courts and fitness zones are integrated into the grounds.

A central clubhouse houses indoor facilities like a gym and multi-purpose rooms, along with spaces that can be used for small gatherings and activities. The project also includes a street-facing commercial strip and podium-level retail areas, offering space for shops, cafés, and services that serve both residents and the surrounding community.

Standard services include on-site property management, reception lobbies for each tower, 24-hour security and organized parking for cars and motorbikes.

Ownership Structure & Legal Notes

R&F City is structured as a freehold condominium (strata title) development. Units are individually titled, in line with the general condo framework used in Cambodia.

For foreign buyers, the usual rules apply: foreigners can own strata-title units above the ground floor but do not hold the underlying land. R&F City has been marketed to both local and overseas buyers within this legal framework. As with any property purchase in Cambodia, buyers are generally advised to confirm specific details such as title type, registration process, and tax obligations with a trusted advisor.

The main construction phases of R&F City have already been completed, and later sub-phases have also finished, so the project is operating as a fully built community rather than an off-plan development.

Everyday Living – Who R&F City Suits

Because of its scale, location, and price segment, R&F City tends to appeal to a broad group of residents.

Many buyers are Cambodians or overseas investors who want a modern condo with full facilities at a relatively accessible price point. The project is also of interest to families who prefer larger shared facilities and who need to travel regularly along Hun Sen Boulevard for school and work.

From a lifestyle perspective, living here is more like being in a large, planned estate than in a traditional Phnom Penh neighborhood. Inside the compound, residents have access to pools, gardens, and sports facilities. Outside, they rely more on vehicles than on walking, as the surrounding area is still filling in with new projects and services.

Rental demand tends to come from local professionals, young families, and some expatriates who work or study in the southern parts of the city.

Due to the new airport opening up in the South of Phnom Penh, R&F City is set to see an uptick in short term stays and higher occupancy rates. Currently, according to the developer team, around 70% of the units at R&F City have been sold.
