Morgan EnMaison is a large riverside condo development in Sangkat Chroy Changvar, Phnom Penh. It’s developed by CAM-JIACHUANG Real Estate Co., Ltd. (Morgan Group) and is planned as a full community along the Mekong River, with residential towers, facilities, and commercial spaces all in one place.
The project sits on about 2.4 hectares of land, with a total construction area of around 420,000 square meters. There are five modern residential towers built with reinforced concrete and glass façades.
The towers vary in height, with different buildings ranging from 47 to 54 floors, with some early plans for towers going up to around 70 floors. The tallest tower is said to reach about 243.8 meters. Altogether, the development has roughly between 4,480 and 4,840 residential units.
The developer ended up pivoting away from completing all five buildings, and ended up stopping after completing their first 3. This was done to better match market demand for the area and to avoid oversupply issues.

Morgan EnMaison offers a mix of unit types to suit different needs, including studios, one-bedroom, two-bedroom, three-bedroom units, and penthouses on the rooftop levels.
Unit sizes start from around 35 sqm for studios and go up to over 214 sqm for larger units. Some units have loft-style layouts with double-height spaces of about 4.6 meters, for a “double-decker” setup that can create more usable living space, especially in smaller units. This also led to some rather unique unit types that aren’t widely available on the market.

Access to central Phnom Penh is available via the main bridges connecting Chroy Changvar to the city, including the Cambodia-China Friendship Bridge and Cambodia-Japan Friendship Bridge.
Nearby facilities include Norton University (around 900 meters away), local high schools, hospitals such as Sunrise Japan Hospital, and several local markets. The location also connects conveniently to the new international airport and northern provinces via National Highway 6A.
Nearby points of interest include Dinosaurs Alive theme park, Koh Dach (Silk Island), the Win-Win Monument, and a range of riverside restaurants and retail areas.

Morgan EnMaison was initially planned for completion around 2023, though the schedule shifted over time due to the pandemic and market constraints. The project has since reached completion in 2025 and have already begun handing over units, along with more resale and rental activity.

Chroy Changvar has seen fast growth over the past decade and is now one of Phnom Penh’s more active real estate areas. In the past, it was less developed and land prices were generally lower than in the city center, which helped attract large-scale residential projects.
