The tower stands at around 310.5 to 333 meters tall (different references give slightly different figures) and has 77 floors above ground plus 2 basement levels. The total building area is about 98,480 square meters. It’s built with reinforced concrete, steel, and glass for strength and safety, and the whole building is purely residential with 360 units in total. There are 8 high-speed elevators serving residents.
Unit Configuration and Layout
All units in J Tower 3 are three-bedroom condos, with two main sizes: 166 sqm and 178 sqm. Residential units are spread over 65 floors, with two main categories:
- Premium units from floors 12 to 69, with 3.5-meter ceilings
- Penthouse units from floors 70 to 76, with 5-meter ceilings
The interiors follow a modern, minimal design style and come fully furnished, so they’re ready to move into after handover.
Each residential floor has six units: four corner units and two middle units. This low number of units per floor helps keep things more private and less crowded.

Location and Neighborhood
J Tower 3 is in Tonle Bassac, a central and established district in Khan Chamkarmon. It’s known as one of Phnom Penh’s more upscale neighborhoods, with embassies, international schools, hotels, restaurants, and shopping options nearby.
The area sits on the west side of the Bassac River and is generally less hectic than some other central districts, while still being well connected to key roads and city areas. Aeon Mall 1, Sothearos Boulevard, BKK1, and Koh Pich (Diamond Island) are all within easy reach, making the location convenient for both daily living and city access.
Development and Timeline
The project is developed by Tanichu Assetment Co., Ltd., a Japanese developer active in Cambodia since 2013. They previously delivered J Tower 2, another residential tower in Phnom Penh that reached full occupancy quickly and kept a high tenant retention rate over several years.
Groundbreaking for J Tower 3 took place on December 27, 2023. Construction is planned to take around five years, with completion targeted for the end of 2028 and handover expected in January 2029.
As of mid-2025, around 70% of the units have already been sold.
Pricing and Investment Considerations
Three-bedroom units start from about $330,000 to $367,000, depending on size and floor level. When calculated by gross area, J Tower 3 has an average price of around $2,000/sqm, which is lower than the city average of $2,300 per square meter, despite being a landmark development.
A typical payment plan might look like this:
- Booking fee: $3,000–$5,000
- 15% deposit on signing the sale-purchase agreement
- Construction-stage payments: usually about 1% per month for around 70 months, with no interest
- Final 15% on handover
There are also other flexible options available depending on the buyer’s situation, but they aren’t super-flexible. Deposit will always need to be 15%, and the rest can be negotiated.
Ownership and Practical Information
The project offers strata title ownership, so foreign buyers can own condo units in their own name. There are 252 leased parking spaces available for residents. The strata title can be sold, transferred, or passed on to heirs.
