All three penthouse layouts are 4-bedroom duplex units with a mezzanine level:

Penthouse — Floors 33–34 (duplex, 3 units across both floors)

These are the flagship units at Citadel Manor. Each unit has its own mezzanine level, making them feel more like a house than an apartment. With only 3 penthouse units in the entire building, supply is extremely limited.

Applying the developer’s stated gross-to-net ratio of approximately 70%, the estimated net liveable areas would be roughly 213 m² for Unit Q, 227 m² for Unit P, and 256 m² for Unit R. We have not independently verified this ratio. Even at the 70% figure, these are large homes — comfortably among the biggest condo units available in Phnom Penh.

Penthouse Unit Pricing

The 3-bedroom unit entry prices start from $777,910 for the smallest penthouse unit, with per-square-metre pricing starting at approximately $2,560/m² based on gross area. Given the duplex format, the 4-bedroom configuration, and the 305–366 m² gross area, these will be the most expensive units in the building by a significant margin. The per-square-metre rate on the penthouse floors will also be the highest at Citadel Manor, and the most exclusive.

Three payment plan options are available, all with 0% interest on the installment portion:

• 30/70: 30% down, 70% over 36 months
• 50/50: 50% down, 50% over 36 months
• 85/15: 85% down, 15% over 36 months

Who Does This Penthouse Unit Suit Best?

A 300+ m² duplex penthouse at the top of a 37-floor building in TTP is not an investment product. This is a home for someone who wants a specific type of living — high-floor views, a large fully furnished duplex layout, access to extensive rooftop amenities one floor above, and the privacy that comes with only 3 penthouse units in the building.

The buyer profile here is narrow. This suits a high-net-worth individual, a family that wants the space and feel of a house with the convenience and services of a managed building, or someone looking for a prestige address in Phnom Penh. The fully furnished handover standard means the unit is move-in ready without any additional fit-out.

From a rental perspective, penthouses of this size in Phnom Penh attract a very specific and limited tenant pool — typically senior executives, diplomats, or business owners on corporate leases. Rental demand exists, but finding the right tenant takes longer and the vacancy risk between tenancies is higher than for smaller units. Gross yields in percentage terms will be the lowest of any unit type in the building, as is typical for top-floor premium units anywhere. Buyers at this level are usually purchasing for lifestyle or capital appreciation, not rental income.
